Samaritan House also offers affordable housing options for individuals and families who may not require the level of support found in our other programs but still need safe and stable housing at a cost they can manage. Affordable housing units are designed to keep rent at an accessible level while fostering long-term stability and independence.
These homes are ideal for people working toward financial self-sufficiency, families looking for a safe environment to raise children, or individuals with limited income who want to maintain their own household.

What is a person with disability under shared living?
An adult between the ages of 18-62 AND has on of the following:
- Physical Disability
- Developmental Disability
- Chronic Mental Illness
- Brain Injury
- Deaf or Blind
- HIV/AIDS
Where do I get an application?
You can request an application at the leasing office (929 Hemphill st., Fort Worth, TX 76104). Applicatoins may be returned in person, by mail, or email.
What documents are needed for my application?
- Copy of Driver's License or State ID
- Social Security Card
- Birth Certificate
- At Least 3 MOnths of Bank Statements
- Most Current Award Letter
- Information About Other Assets
- Copy of Identification for All Adult Household Members 18 Years or Older

Do you perform a credit check?
A credit check is performed for each adult applicat who is 18 Years or older. This process is to verify past residency information and eviction history during the past three years. Lack of credit history alone WILL NOT be a reason for denial.
What are the reasons for denial?
General Eligibility & Screening
Failure to meet income limits or other eligibility requirements.
Family/household composition not fitting the program criteria.
Failure to meet property owner’s screening standards.
Criminal / Violence History
History of violence (landlord verification, arrest/adjudication/conviction, no current rehabilitative services).
Fugitive felon, parole violator, or person fleeing prosecution/custody.
History of drug or alcohol abuse (with no current rehabilitative services).
Subject to lifetime sex offender registration requirements.
History of violence against family members, neighbors, or interference with management’s duties.
Rental & Lease History
History of eviction for non-payment of rent, material non-compliance, or other good cause.
Refusal to pay rent (calculated by program rules).
History of lease violations (landlord verifications).
History of property damage (to units, homes, or common areas).
Poor housekeeping (as evidenced by current or prior landlord verifications).
Financial & Background Screening
History of nonpayment of rent or related accounts.
Failure to meet standards on landlord verifications, government/social service verifications, or police reports.
Bad rental background or credit report.
Other
Refusal to occupy proper apartment/home size according to program standards.
Community not being applicant’s only place of residence.
How are applications prioritized at Samaritan House?
Applications are processed on a first-come, first-served basis, but priority may be given to:
Households with a member who has mobility, vision, or hearing impairments (for accessible units).
Current residents requesting a transfer due to a reasonable accommodation need.
Residents requesting a different size apartment who meet HUD transfer criteria.
Applicants who meet state or locally imposed admissions preferences.
Can I request a transfer to a different unit?
Yes. Transfers may be approved if:
A household member has a disability and needs a reasonable accommodation (e.g., ground floor or larger unit).
Family composition changes require a different unit size.
The current unit is no longer appropriate under program occupancy standards.
What happens if there is no appropriate unit available?
If no suitable unit is available, the tenant will be placed on a waiting list until the correct unit size becomes available.
How is the waiting list managed?
The waiting list may be closed if the average wait time exceeds one year. Notices will be posted in the community office and local publications. When reopened, notices will also be posted and advertised.
What if I refuse a unit when offered?
If you refuse for a verifiable reason (such as hospitalization), you will remain on the list. If you refuse 3 times—regardless of reason—you will be removed from the waiting list.
Can I be removed from the waiting list?
Yes. If you do not respond to an offer within 3 days or if you refuse 3 times, you will be removed. You may reapply after 90 days.
What is the Violence Against Women Act (VAWA) and how does it apply?
VAWA protects applicants and residents (including their families) who are victims of domestic violence, dating violence, sexual assault, or stalking. You cannot be denied housing, evicted, or terminated from assistance because you are a victim of such violence.
How does Samaritan House comply with the Violence Against Women Act (VAWA)?
We will not deny housing, evict, or terminate residents based on being victims of domestic violence, sexual assault, or stalking. Verification may be required from a service provider, attorney, or medical professional.
How do I prove I am a victim of domestic violence under VAWA?
You may provide certification from a victim services provider, medical professional, or attorney. The certification may include abuser information, but is strictly used for verification of your protected status.
Do I have to pay a security deposit?
Yes. The deposit is the greater of:
The total tenant payment plus utility allowance, or
$50 plus the utility allowance.
Applicants may be denied if they cannot pay the deposit.
When are inspections required?
Inspections are done:
At move-in, to document the condition of the unit.
At move-out, to assess damages or repairs needed.
Annually, to ensure appliances, equipment, and the unit are in proper condition.
How often is my income and family status reviewed?
Every year, residents must complete an annual recertification of family composition, income, and expenses.
Do I need to report changes during the year?
Yes. Families must report household composition or income changes within 30 days.
What happens if my income decreases?
Interim recertifications will be processed if income decreases by more than 10%. If the decrease is less than 10%, it will be addressed at your next annual review.
What if my income increases?
If your adjusted income increases by 10% or more, an interim recertification may be required.
Are hardship exemptions available?
The property will not provide hardship relief for medical, attendant care, or childcare expenses beyond HUD rules.
What is required to apply for housing at Samaritan House?
Applicants must:
Be at least 18 years old.
Complete and sign a separate rental application form.
Provide valid photo identification.
Pay a $35 application fee (non-refundable) and a security deposit.
Allow verification of employment, income, credit, rental, and criminal history.
What are the security deposit amounts?
Deposits vary by unit size:
Efficiency: $100
1 Bedroom: $200
2 Bedrooms: $250
3 Bedrooms: $350
What is the non-refundable risk fee?
Depending on credit history, rental history, or other risk factors, a non-refundable risk mitigation fee of up to $1,500 may be charged.
Will my application fee be refunded if I’m denied?
No. Application fees are non-refundable. However, deposits will be refunded within 30 days if denied for reasons other than falsification.
What are the income requirements?
Total monthly income of all applicants must be at least 2.5 times the monthly rent (unless in the SRO program). Total annual income cannot exceed affordable housing guidelines (LURA & HTC limits).
Can I still qualify if I have debts or prior landlord issues?
Possibly, but applicants with poor credit history, rental debt, or landlord disputes may be required to pay an additional refundable deposit.
What are the maximum occupancy standards?
Efficiency: 1 occupant
1 Bedroom: 2 occupants
2 Bedroom: 4 occupants
3 Bedroom: 6 occupants
What could cause my application to be denied?
Applications may be denied for:
Falsifying or failing to complete application information.
Insufficient or excessive income.
Criminal history (violent/sexual crimes, drug offenses, property crimes, or repeated convictions).
Poor rental history (evictions, property damage, drug use, housekeeping issues, lease violations).
Poor financial/credit history.
Are pets allowed?
No pets are allowed at the Villages, except for service, assistance, or emotional support animals.
What if all household members are students?
Households of full-time students only qualify if at least one member meets certain exceptions, such as:
Receiving assistance under the Social Security Act.
Being a foster youth or under foster care.
Participating in a government job training or assistance program.
Being a single parent with dependent children.
Being married and eligible to file a joint tax return.
Are reasonable accommodations available for persons with disabilities?
Yes. Applicants may request reasonable accommodations, and management will respond promptly. Transfers may also be approved if needed for accessibility.
Can I transfer to a different unit?
Yes. Transfers are allowed for a $200 fee and are limited to one per lease term, unless due to disability or household changes.
What happens if I violate my lease?
A 30-day non-renewal or a 3-day lease termination notice may be issued for serious violations, threats to safety, or disruption of peaceful enjoyment for others.
